Why would som1 buy a scooter, which gives a max milage of 45KmPL, insted of a Bike which would giv a milage not less then 70KmPL.

The Point is, in general. No normal scooter can give the fuel efficiency even 80% to that of a normal bike.
I'm not sure but I think you're saying that a motorcycle will give better fuel economy than a scooter. It's hard to tell from your garbled typing.
If that is what you're saying then you're dead wrong.
My 2004 Triumph Tiger gets around 45 miles per gallon. I've got a couple different models of Honda's SOHC CB 750, all of them get around 35 to 40 miles per gallon. I also have a 1982 Honda XL500R that gets about 55 miles per gallon on the road although it's much less than than off road.
Scooters generally get 60 or more miles per gallon. A friend of mine has a Vespa that gets more than 70 miles per gallon. Scooters weigh far less than motorcycles. For around town use they're much more fuel efficient than motorcycles.
