Can you use mini bikes or the baja sports doodlebug in the bike lanes like a scooter.?

Just like cars, motor scooters and mopeds lose a considerable amount of value as soon as they leave the lot. Add to that the shorter lifespans (not in terms of age, but in terms of mileage) of motor scooters, and it's pretty obvious that the secondary market for used mopeds is ripe for the picking. On this blog and on our partner cheap scooters site, we find and post the best deals from around the web.
I want to know if you can use mini dirt bike or a mini bike like the Baja doodlebug in the bike lanes like you would use in a stand up gas scooter? Whats so different about the mini bike and gas scooters like goped? So do the rules apply to mini bikes as they would to gas scooters, or you can't use them on public streets?
They are not road legal for several reasons, mainly safety concerns to do with size, power, lighting and brakes. and the top speed is not fast either.
